Ms. Harmon joined Intertox in 2026. Jennifer is a private forensic toxicology and forensic laboratory consultant, expert witness, quality assurance assessor with both ANAB and A2LA, and the Curriculum Manager for DrugImpairment.com. She has held the positions of Crime Laboratory Director and Assistant Director in two of the three most populous counties in California, both with populations exceeding 3.3 million.
Ms. Harmon has particular experience in:

- Crime laboratory operations; quality assurance, accreditation, quality system management; laboratory best practice
- Drug facilitated crime
- DUI, DUID, DRE, and SFST
- Traffic safety research

Jennifer is an accomplished public administrator and forensic science leader with over 20 years of experience directing crime laboratories, specializing in toxicology, drug analysis, and impaired driving investigations. She has proven expertise in laboratory management, legislative advocacy, and expert testimony with a strong commitment to advancing forensic science through research, training, and collaboration with law enforcement and judicial agencies
